Summary of Position
The responsibilities include:
Financial and Policy Management
1. Assist the Executive Board and Controller in the financial operation of the church.
2. Be responsible for the processes for strong financial management and reporting of the church financial operations including,
i) All accounting, finance and administrative processes, whether using computer systems or manual processes.
ii) Financial statement reporting to Executive Committee and Controller, as well as pastors/lay leaders to allow for timely and effective decision making.
iii) Maintaining systems of internal financial controls within the church operations.
3. Attend Executive Committee meetings as an observer, and assist with the implementation of Board policies, objectives and directives
4. Setup, maintain, and be accountable for, the filing/storage of all RAC’s Policies and Procedures documentations.
5. Manage payroll, personnel records, and benefit programs for all staff members, contract personnel, and volunteers. (Labour codes, EI, CPP, benefits and taxes, etc.)
6. Continually review and update the legal documentation and constitution of the church and the filings required by any level of government.
7. In conjunction with the Executive Committee oversee, and update if necessary, a comprehensive ‘Church Risk Management Policy’. (Fire Safety Plan, WHMIS, Church Property/Personnel Safety Plans, Computer Information Backup, etc). Responsible for monitoring and compliance, of these policies.

Facilities Management
1. Be directly responsible for hiring, supervising, and encouraging, the office staff, and the custodial staff, enabling them to contribute to the corporate vision and goals of the church.
2. In conjunction with the Facilities Management Team (FMT), supervise the management of the church facility, the grounds maintenance, church security, minor building/construction projects, and property acquisitions.
3. In conjunction with the Computer Committee, oversee the administration of information processing, computer network and website systems of the church.
4. Responsible for all outside contracts, (snow removal, office supplies and equipment, etc.).
5. Oversee and administer the facility calendar, bookings and room assignments, and outside rentals.
6. Develop and coordinate presentation materials for community and internal church use, for the presentation of church programs and ministries.

Pastoral Staff Assistance
1. Provide assistance to the Senior Pastor on various ministry and research projects.
2. Coordinate and provide assistance to the pastoral team as they work toward their individual divisional and ministerial objectives.
3. Attend and liaise with pastoral staff at all of their weekly meetings.
4. Be an ex officio member of committees as deemed necessary.
5. Accept and document questions or internal complaints from the congregation, staff, Elders Board or Executive Committee, and address these with the appropriate individuals and attempt to resolve all such problems. Forward all unresolved problems to the Senior Pastor.
6. Perform other responsibilities as required.

Spiritual Giftedness Required for Position
The FOM should exhibit the spiritual gifts of administration, leadership, and encouragement.

Education and Experience
It is desirable that the FOM has a University degree and/or Professional Accounting Designation with background in financial accounting, operational management and administration. Under the approval of the Executive Committee and the Senior Pastor, the FOM is to be encouraged to continue his educational experience in areas that will contribute directly and strategically to the corporate vision and goals of the church.

Skills and Experience Required to Fulfill Position
1. At least five years experience in a managerial accounting position such as Controller, Finance Director, or CFO.
2. A strong working knowledge of computer based accounting systems, along with the ability to effectively report on and manage the operating and capital budgets of the church.
3. A thorough understanding of business processes, systems, and equipment, with the ability to recommend and implement improved office operations.
4. He/she must be an effective and experienced administrator with the ability to supervise, motivate, train, encourage, and provide direction to the office and caretaking staff, to enable them to work safely, efficiently, and productively.
5. Highly developed interpersonal skills, including writing, oral and presentation skills, and the ability to effectively communicate with all levels of the organization.
6. Demonstrated knowledge of applicable codes, standards, guidelines and government legislation as they apply to personnel administration, building operations, and repairs and maintenance.

Organizational Relationships
The FOM will:
1. Be accountable to the Executive Committee of the Church, and work closely with the Church Controller.
2. Work closely with the Facilities Management Team, Building Beautification Committee and the Computer Committee.
3. Report directly to the Senior Pastor. Accountability to be maintained with the Senior Pastor through regular personal and corporate staff meetings and written reports.
4. Maintain communication with all staff members to facilitate an efficient and coordinated ministry, as it pertains to his/her area of responsibility.

The following Support Staff will report directly to the FOM
a. Office and Accounting staff.
b. Custodial staff.
The FOM will be responsible for maintaining regular personal and corporate meetings with all staff, and through written reports as necessary.
